Get a book. I taught myself how to play over one
year. After one beginners book its all about
practice and experimenting.

You may have problems finding a teacher from here
in your area. Your most reliable bet would be to
go to a music store and ask if they give lessons.
I'd try a few different ones to get an idea on
pricing. In my area (DC), guitar lessons float
between $40-80/hour (most will allow 30 minute
increments) depending on style. Most teachers
give a discount if you pay by month or take a
full hour rather than a half hour.
Although, I think that learning from a book is a
good plan, I believe it works better as a
suppliment rather than the main focus. Students
learn signficantly faster with a teacher than
they do alone, generally.

There are also some very helpful free lessons
that can be found online with just a little bit
of searching.
