A legal question

Okay, so I figured the lawyers forum would be the
best place to ask this question. I am wondering
about the legality of the suits being filed from
the RIAA. So they are doing searches on popular
music files, then using the received data to
draw up a list of offenders, then submitting
letters to the ISP's to curtail this abuse.
So, just because I have a file named
'Metallica.mp3' why does this mean I am being
illegal? Shouldn't they have to PROVE that I am
guilty of wrongdoing? I mean it might just be a
recording of me, singing 'Sanitarium' in the
shower, and as I do not have a recording
contract, it's a legal file, right?
They ended up going after that college professor
because his file had the word 'usher' in it.
Why is it that they can begin a lawsuit without
first getting required proof, by downloading and
confirming the file from the user beforehand.
I am VERY curious to hear why this is allowed.

they were promoting their new cd or whatever and
said "we want you all to you listen to this new
album, buy it, burn it, download it, whatever,
steal it from a friend just listen to our shit!"
then started playing their next song
